The most common cause of this is that the course they are enrolled in is not yet active. If a course has been manually changed to Inactive, the learner will be unable to access the course.


If the current day is outside of any deadline, whether it is the course’s End Date, Course Length, or Individual Deadline, or if user that has not met all of the prerequisites, they will also face the same issue. You can view these in a course's Settings tab.
